WANTED: Public Lewdness (Manhattan)

The New York City Police Department is asking the public for assistance to identify the whereabouts of the following individual in connection to several public lewdness incidents that occurred within the confines of the Midtown South and 17 Precincts/Transit Districts 2 and 4 respectively. Details are as follows:

 Incident #1 (MTS pct): It was reported to police that on Monday October 2, 2017, at approximately 6:28 p.m. inside of the 34 Street/Herald Square “B/D/F/M” station, the 27 year-old female victim observed the individual masturbating on the northbound platform.

Incident #2 (17 pct): It was reported to police that on Tuesday October 3, 2017, at approximately 9:43 hours, inside of a northbound “E” train at the Lexington Avenue/53 Street station, the individual sat across the 23 year-old female victim and masturbated as he stared at her. In addition he also took pictures of her with his cell phone. The individual left the train at the Lexington Avenue/53 Street station.

The individual is identified as:

  • Mannis, Robert
  • 61 year-old male, 5’3″, 200lbs, black goatee; last seen wearing a black winter cap, a blue polo shirt, dark colored pants and he carried a black backpack.
